THE ROLE:

We are seeking an experienced **Government Contract Program Manager** to manage the customer relationship of strategic U.S. Government contracts within our organization, along with a portfolio of smaller related programs. As a large, non-traditional defense contractor operating at the forefront of semiconductor innovation, we are looking for a hands-on leader who can bridge the unique requirements of government programs with the pace and rigor of commercial semiconductor development.

THE PERSON: 

This is a high-visibility role that demands exceptional cross-functional leadership. The successful candidate will coordinate the work of engineering, product, operations, supply chain, legal, and security teams to deliver on contract objectives. Your ability to influence without direct authority, build trusted relationships across the company, and drive alignment across diverse stakeholders will be central to your success.

KEY RESPONSIBILITIES:

  • Serve as the primary program manager and point of contact for strategic U.S. Government contracts, coordinating customer interaction, requirements, and satisfaction, impacting scope, schedule, risk, and deliverables.
  • Coordinate a portfolio of programs in parallel, balancing priorities and ensuring consistent execution and delivery across multiple efforts.
  • Partner with large, matrixed, cross-functional program teams to deliver on contract milestones and technical objectives.
  • Build strong working relationships with functional leaders across engineering, product, operations, supply chain, legal, security, and finance to secure resources, align priorities, and resolve competing demands.
  • Establish program governance, cadence, and decision-making forums that bring together stakeholders across the organization and create clear accountability in a matrixed environment.
  • Coordinate government customer relationships, including regular reporting, technical reviews, and contract negotiations and modifications.
  • Ensure compliance with all applicable government contracting regulations (FAR/DFARS), security requirements, and internal company policies.
  • Develop and maintain detailed program plans, integrated master schedules (IMS), and risk registers; drive transparent status communication to leadership and the customer.
  • Partner with engineering and product development teams to align government program requirements with our commercial semiconductor technology roadmap.
  • Work for stakeholders to identify, mitigate, and escalate risks and issues across organizational boundaries; drive corrective actions and continuous improvement.
  • Support business development efforts, including proposal development, capture strategy, and identification of follow-on opportunities.
  • Coordinate subcontractors, suppliers, and partner relationships as required by the programs.

PREFERRED EXPERIENCE:

  • Strong project management experience, with a demonstrated track record managing U.S. Government contracts (DoD, IC, or other federal agencies).
  • Experience managing programs within the commercial technology or semiconductor industry.
  • Demonstrated experience working with large, cross-functional programs in a matrixed environment, including the ability to influence, align, and drive execution across teams
  • Strong working knowledge of U.S. Government contracting regulations (FAR/DFARS), contract types (FFP, CPFF, OTA, etc.), and compliance requirements.
  • **Active U.S. Government security clearance required.**
  • Excellent communication, negotiation, and stakeholder management skills, with the ability to operate effectively from the working level up to executive leadership and government customers.
  • Product development management experience, ideally in semiconductors, hardware, or advanced technology products.
  • Experience with non-traditional defense contracting vehicles such as Other Transaction Authorities (OTAs), CRADAs, or TIA programs.
  • Familiarity with government program management best practices and integrated program management methods.
  • Experience working with semiconductor fabrication, packaging, design, or related technologies.
  • Must be a U.S. citizen.

ACADEMIC CREDENTIALS:

  • Bachelor's or Master's degree in Engineering, Business, or a related technical field.
  • PMP certification (Project Management Professional).
  • Active U.S. Government security clearance required.

LOCATION: Remote (Candidates must be located in the Washington, DC metropolitan area)
